Li Fanrong, Chair of ABAC 2026.

Li Fanrong has served as Chairman of Sinochem Holdings Corporation Ltd. since August 2022.

Previously, he held senior positions at several major state-owned energy enterprises and regulatory bodies. He was Board Director and President of China National Petroleum Corporation (CNPC) and Vice Chairman of PetroChina Company Limited. He also served as Deputy Director-General of the National Energy Administration (NEA) and Vice President of China National Offshore Oil Corporation (CNOOC), where he concurrently held the roles of Chief Executive Officer and President of CNOOC Limited, as well as Chairmanships of CNOOC Southeast Asia Limited, Nexen Energy ULC, and CNOOC International Limited.

He holds a bachelor’s degree in Petroleum Production Engineering from Jianghan Petroleum Institute (now Yangtze University) and an MBA from Cardiff University in the United Kingdom. He is a Professorate Senior Engineer.
